As for the new sourcebook, I am unsure if it will ever get one. Typically a digital copy is announced alongside the physical copy or even earlier and I am pretty sure LOTR and the Hobbit have only ever gotten two non-FAQ releases in the digital form: Battle of Five Armies and Heroes and Villains. These two books in particular, mind you, were not of any spectacular scale either and "Heroes and Villains" was necessary to use the starter set models in point match. That all being said, I doubt digital copies are to be expected.
I can't use the faq because I don't own the physical copy of the new rulebook, I wait for the digital release of it. Of course I can use the rest of the faqs referring to the older books.
Edit: Later I realized that even the rulebook faq refers only to the old rulebook. So my post is out of topic, I am sorry for that, but I will let it be because of the second paragraph.
You are right gw, is not releasing in digital much. I forgot about it and how hilarious it is. Almost all of the other companies make it in physical and after that in digital (Warlord), successfully selling both. I buy from them in digital. I forgot that GW was a "special" occasion even on that. And I wonder if this one helps them fight piracy or not...............................................................................
