Elrond and lindir

Lindir has a special rule that applies to elrond, can this be used on elrond lord of west?

the other case is that the palace guard have a rule that applies to thranduil, but there is no model without another title, only king of mirkwood or king of the woodland realm

No, it affects Elrond from the Hobbit rulebook and Elrond, Lord of the West from the Battle of the Five Armies supplement. However, note that it DOES NOT affect the Elrond and Elrond, Master of Rivendell profiles from the Free People's sourcebook (GWA)

Yes either Thranduil, King of Mirkwood from the Desolation of Smaug supplement or Thranduil, King of the Woodland Realm from the Battle of the Five Armies supplement can improve the Fight Value of Palace Guard. However, note that the Thranduil, King of Mirkwood profile from the Free People's sourcebook DOES NOT bestow this effect (GWA)
