Bow Limit with Rohan and Fiefdoms

So I was making 2 seperate army lists based on Rohan and the Fiefdoms and I noticed that the all Riders of Rohan and Blackroot Vale Archers have Bows as a part of there base wargear. If all Riders of Rohan or Blackroot Vale Archers have a bow as there base wargear does this count towards the bow limit?

I would greatly appreciate some clarification on this thanks.

Riders of Rohan don't count towards it, they have 100% bow limit, but Blackroot Vale are the standard 33%.
