No, he's talking about using orc models, since they are also part of the Isengard list. They cost less simply because it's an orc, not an uruk. Personally I wouldn't mix and match, IOW if I took orc spears I wouldn't take any uruk pikes and vice versa.

6 Uruk-hai Warrior with Shield;

Vraskû
10 Uruk-hai Warrior with Crossbow;

Warband 3 9/12
Mauhúr
9 Uruk-hai Marauder with Shield;

Interesting list :P..

I do take Ugluk when I got orcs however... cause of his decapitating head rule and since orcs are cheap :P better spend a runtier orc over a mighty uruk :)

Any feedback on the marauders?

I've yet to try them out and I’m wondering how useful it is to have those extra inches in the movement phase?
