I don't know if I will write a complete guide, but I can write a short rough guide for how I painted him.
The sword, chainmail and crown is just basic NMM.
I wanted him to work in my Arnor army hence the green cloak, but wanted to keep something elvish which is the blue shash and shirt.
The cloak is basecoated with caliban green and then highlighted with a very watered down Loren Forest. To finish it of with a very watered downed highlight of Administratum Grey.
The shash, collar and shirt is basecoated with Kantor Blue, then highlighted with a very watered downed The Fang and Hoeth Blue or Alaitoc Blue. Not sure which one I used. Last highlight is with Administratum Grey.
The vest and boots is Rhinox hide highlighted with Administratum Grey.
Skin is just a base with Rakarath Flesh and washed Agrax Earthshade and then highlighted with Rakarath Flesh on high areas and highlighted with Baneblade Brown in lower darker areas. Hair is Rhinox hide highlighted with some Baneblade Brown and Administratum Grey.
