Will only give advice on your evil army since I'm not skilled with Gondor.
Some tips:
- The Warriors of Abrakhan upgrade is not worth it. If you drop these upgrades you can upgrade your Warriors of Karna to Watchers of Karna who get A2 and a bunch of special rules!
- If you don't mind about your theme...Black Numenorian Warriors get terror and a shield for the same price as a Black Dragon.
- Imo you will rarely use these pikes...
- Have you considerd a War Priest? Channeled Fury is awesome!
So what about:

As you can see there are still 10 spare points. Now you only need 1 point to upgrade a Haradrim Warriors with spear to a Serpent Guard. These Serpent Guards would make the Black Dragon upgrade unnecessary. Which would save you another bunch of points!
But ofcourse you need to own that amount of models. Would make something like this though:

This gives you a bit more strenght (poisoned weapons), also F4, less courage but normally with a War Priest that shouldn't be a problem. The War Priest is mounted now so you could take him with the Cav to make a very hard hitting group.

If I calculate your army I have 10 points less, could this be?
- Is there a reason you ally Halbarad? You could just take Rangers of Gondor in the Minas Tirith army list...
- I find Citadel Guard much better as spear support than as archers. They can give your Warriors of Minas Tirith F4.
- Cirion is a better choise for 55 points than a Captain of Minas Tirith because he has 1 might more
- With both Faramir and Boromir in your army, consider taking Osgiliath Veterans (easy to convert)
- I personally would rather have Boromir on a horse with lance than Faramir, this will weaken your center line though.
