I think that Witch-King's flail should be treated as a whip. Heres some stats I thought of
*counts as throwing weapon
*range 2"/4cm
*Str 3
*+1 when rolling to wound
*witch-king's fight value is lowered by 1 if he uses his flail until the end of the turn.

Don't like the last rule. He was able to dual wield a flail and a sword against a much smaller and possibly more agile opponent without being slowed down.

I'm watching the film right now and hes just using the momentum to do all the work. also his sword wielding arm is positioned awkwardly like hes having trouble trying to balance the flail. probably just the actor but still.
also balance reasons

The Witchking only lost that fight because of Merry and that elven blade. Eowyn would never have been able to get near the Witchking if he hadn't have been wounded. Perhaps another rule should be 'hobbits cannot be targetted by the flail'?

It wasn't an elven blade, it was a barrow blade, created from Arnor craftsmen 8)

Aslo, with your Flail rules, the Flail will need to cost more than 5pts.
