Is there any rule that would restrict me from using panic steed against the mumak and remove it from the board as a casualty? I've read the whole main rules manual on the Mumak and it says that he passes all courage tests but panic steed does not say anything about the mount having to pass any courage test to stay on the board.

It says in the main rules that NO magic can be cast on the Mumakil, although magic can be cast on the controller (Muhud chieftain etc) and that if he is immobilised/commanded then the mumakil cannot move further that turn and in the case of command may be moved have distance first.

Remembering that the range for immobilise is from base to base, so things can get a bit close for comfort with good old Radagast.

alternative tactics vs. the Mumak then??!?!!!??!!?!?!!? all you really can do is wound him i guess.

Yes you can either wound him or immobilise/command the driver. If you Command the driver, then it won't trample his own models as per rules of Trampling it is the controlling player of the Mumak who can choose to trample a friendly model or not (and the enemy casting Command doesn't count as controller - he only gets to move the model). It's not hard to deal with a Mumak - if you get priority vs it and it's close, then you just swamp it with models, including 1 with F5+ and it suffers several wounds. Before that you need to take care of shooting the commander, if that happens it won't even trample you because you'll always be first with heroic moves.

F5 is not tough with Elves (read: every model in the army). Guards of the Galadhrim Court are F6! And I think Legolas is a must.

The mumakil isn't difficult to beat. You can easily pin it down with cavalry, allowing your infantry to get closer. Use heroic moves if you lose priority, and you can reduce it to nothing in no time.
