Can archers in a Good Army do "in the way" shooting through a mass of, unengaged, Evil Warriors to try and strike the hero?

Yes they can. Good warriors are not allowed to shoot at targets if good models are combats good models are in are in the way. So if there are only evil warriors, which are not in combat, in the way of a target then good models can shoot at it which is how you can try to take down heroes or other important models which your opponents keep at the back of their army though it will be somewhat difficult.

It's worth pointing out that the good models doing the shooting do still have to be able to see the evil hero (I would personally say by more than the odd arm or sword jutting out), they can't target an enemy hero that's so far into a mass of orcs that he's not really visible. This is where a "model's eye view" should be taken into consideration.
The exception being by volley fire, assuming the hero is within the area of effect of the "target" of the volley, but out of line of sight.
