so, i just recently started playing LOTR miniature games and so i decided to do easterlings [since i am doing only WOTR for now]
i have a very modest force [of unknown points value]
and i was wondering if it is possible to take Haradrim cavalry instead of the easterling cataphracts?
i'm asking because it is cheaper [monetarily] to buy Haradrim raiders rather than easterlings cataphracts

i don't see why you couldnt take them as an allied contingent as such.
It just depends how you want to theme your force.
No doubt GW will probably re-release the cataphracts as a plastic set in due course...

Yes it is possible.

Easterlings, Haradrim and Mahud, Corsairs, Khand and Black Numenorians all fall under the Fallen Realms list, so they are classed as part of your main force, and not as allies.
