I think Frodo can still but the new rules for Isildor, Gollum and Bilbo are don't let you if I remember correctly.

No, the Ringbearer cannot move through enemy models, nor does he ignore their control zones. The ring rules are very specific about what the ring does and does not allow the Ringbearer to do.
Also, this pops up every now and again but it's worth reiterating that Frodo does not have different Ring rules to everyone else. The current rules for The Ring are in the Hobbit rulebook and they outdate and replace those in the sourcebooks.
