Post subject: What does "A hero of Gondor" mean?

What does "A hero of Gondor" mean? Is this anyone within the Minas Tirith and Fiefdoms or does it mean only Minas Tirith. Its not specific so its a little confusing.
If anyone wants the full text its the bodyguard rule underneath the citadel guard in the free peoples source book.

Only Minas Tirith. Bodyguard rules always apply to heroes that are within their own faction, not others
