Without allying it in, can I have a budget (unnamed wraith) leading a warband in my Harad & Umbar force? Am I limited by the number of named wraiths I could potentially have (ie, I can only have two budget wraiths: one representing KoU and one representing The Betrayer)?

The unnamed Ringwraith profile is only mentioned in the Mordor list, and as such, they're the only faction able to field them. Available to all Evil by means of allying, but not as a warband leader, even if named Nazgûl are available.

The reasoning isn't bad though, you may well convince your opponents in friendly games to allow it.

If you mean proxy yes, but to lead a warband, no.

Unnamed Nazgul can lead warband only in the mordor list, so you can only use them as allies. If you, as I understand, want to use the unnamed ringrawraith as he was a "basic" version of the KoU and the Betrayer (i.e. without their unique rules), is the same. You may ask your opponent if is good with it, but he's not forced to say yes.
I, for one, would say not. If I have to obey the "army list" system, I expect my opponent to do the same.
