hey read the faq on gw website it covers this. but there is also mention of it in the rule book. if you go to the special scenario the battle for the pelenor fields and read the special rules. eowyn's one states that eowyn always counts as passing terror tests even if the formation she is in fails.

In that case, it would be that her company gets to use her fight value, whilst the rest of the formation is reduced to 0.

Agreed. On top of that her formation will always be able to charge terror causing formations reliably.
