There does not seem to be in depth instructions on how to do this online yet, and I don't wish to make any mistakes. I really would appreciate something like the spot light that accompanies the Vietnam PAVN infantry Company(VPABX07) which details what needs to go on each type of base, as I am a little unsure. The platoon seems to have NCO miniatures but they are not mentioned or detail in Fortress Europe! Any accurate information would be gratefully received.

Fortress Europe? PAVN are from the Tour of Duty Vietnam forces, not Europe. As to answer your question, on this page BF tells you which miniatures to use as NCO's etc:

Thanks for responding mate, but you appear to have got the wrong end of the stick mate, I am fully aware that PAVN forces are in "Tour of Duty" which I used the link that you have pated on how to assemble them as an example of what I need for my "Strelkovy Batalon". Unfortunately there are no detailed instructions on the Flames of War website. The question was "How to assemble my Udarny Strelkovy Batalon?" and if you have any information on the identification and relevance of any NCO's or Leytenentminiatures that would be most help full!

Well, you could always look at this page, as it kinda shows who should be on which base:

If you go into the store, and just click on the Udarny Strelkovy, it also shows you a 'gallery' which you can use
Commanders usually aren't too hard to recognize because of their uniform. I personally don't bother with NCO's as long as they don't carry a special weapon and just place a miniature with a 'commanding' pose next to the commander.

By the way, do you know Plastic Soldier Company also sells 15mm scale miniatures almost half the price of BF miniatures? Even better, BF allows you to fill up to 50 percent of your army with non-BF stuff on a tournament.
