Why can't the Witch-King have a squad of elite orcs to guard Minas Morgul while the main army is off to Minas Tirith, that way they could have just a small garrison but it'd take a long, long time to take it. And Morannons are originally themed as the guards of the entrances into Mordor.
GW, who partially invented the specific context of a Morannon Orc, says they are found in the armies of Barad-dur and the Morannon, not in Minas Morgul, Cirith ungol or otherwise. However, to take your opoint differently, the Orcs from the film that Morannon Orcs are based on were seen emerging from Minas Morgul, so I don't really care if they are there or not, as long as they are well painted.
