if the dragons limited of upgrades were removed. how would you use it then.

I think a dragon with all four upgrades = mini Smaug. Just needs a bit more Will to be Smaug.

I don't see why there should be a restriction - I have never played against them however. You should be able to get what you want but obviously have to pay the price for it. Then named dragons like Smaug and Glaurung can be given their own special abilities or rules to make them stand out. Is there a mention of a dragon or balrog specifically fighting alongside orcs in the 2nd/3rd age?

If someone wants to take 900 points for 2 models, let them, it'll be pretty easy to take them both down with a 900 list. Especially with the scaredy cat rule.
