I've decided to start a discussion on how to best implement regions, especially starting zones and citizens into the linked campaign play in BC III. If you're interested look at my Rohan page to find how I have split/divided the areas - Folde, Eastfold and Westfold along with a by the Book and chain of command. ie. Eomer is the 3rd Marshal of the Mark and is in charge of the Eastfold.

Any ideas or thoughts are welcome, don't be afraid to think big
