The idea behind the conjoined list is that while the Heroes aren't truely exceptional fighters, as in Numenor every man is an elite, but through a combination of abilities they have a lot of potential to lead. The troops, while expensive, are there to lend a lot of fighting power, but will quickly crumble if left sitting around too long (especially the Knights of Numenor).
C&C is appreciated.
