I am thinking about implementing the Ambushers rule for Lotr SBG, for Ranger/ Scout units, as well as anything with Elven Cloaks. This rule would allow them to be hidden on the battlefield, and revealed later. I would also include the ability for them to shoot while camouflaged.
What does everyone think about this?

That would be interesting. Will you increase points costs as well?

Hidden deployment or movement is a tricky thing in any game without an impartial ref.
What we have done in the past (with Elf Cloaks and similar rules) is to proxy 3 empty bases for each model that has the cloak. Hidden under the bottom of one of the three is a marker indicating it represents the real model. The other two are decoys. During your movement phase you treat each of the three as the real thing. If someone gets within the visibility range of one then you need to flip it. If it was the real model you replace it, otherwise it's just removed from the board.
Although your opponent will have an idea what you are up to it does still add at least some degree of hidden movement without adding too much extra complexity. It may not be what you're after but give it a try.

Agreed, ambushes and hidden models require a custom scenario and impartial ref or good sport players.
I like your solution beowulf, can the hidden models shoot and remain hidden, or are they revealed when they shoot?

What we did was that the hidden models can remain hidden when they shoot, but you had to of course be careful what you did or you'd tip your hat. LoS had to be from the real model of course. Sometimes you'd goof and check or double check the real model's LoS without doing the same for the decoys. Or you'd shoot at a target that could only be seen by one or two possible hidden options, eliminating the other(s).
It's been a couple years but if I remember correctly we only applied this option to Heroes and 'elite unites' (Sentinels, Morgul Stalkers, etc.), not the rank and file troops that are equipped with Cloaks.
