Blinding light can protect all models within 6" of the caster and anyone shooting at them must roll a 6.

My opponent and I are new to magic and we don't have a FAQ on us. He asked me at the start of the game if seeing enemies to cast spells at is the same as shooting. I had no clue so my response was, "uhm... yeah sure." Probably not the best response. Anyway we rolled for it since we were unsure, and on 4+, spellcasting was seen as shooting for that spell. Meaning my spells had to be 6's against him.

To make things fair and to match lore wise my opponent suggested the Wraiths don't have to banish at 0 Will since Sauron is in the game. Alright, but to tell the truth I would rather have my dangerous spells working properly than keeping around Wraiths that will get swarmed and killed before they even use up all their Will.

So should Spell casting be considered the same as "shooting"? I think "shooting" is pretty self-explanatory and Blinding Light only meant it to be protection in the shoot phase or thrown weapons.

Only ranged attacks directed at them with weapons.
