After I called a Heroic Strike, my opponent also called a Strike. We resolved it. I went on to call an Heroic Combat, but he said, "Too late; the Fight Phase started when we rolled to resolve the Strike." He got the judge to agree with him, and effectively cancelled a Heroic Combat that was my last chance to win.

I thought the Fight Phase started with fighting...

As soon as phase starts you must call all your heroic actions, However im pretty sure that a character can only do one heroic action per turn, so you can't heroic combat with the same model if it also heroic striked.

This all happened at the start of the Fight Phase, and a different hero was about to call an Heroic Combat.

The only question: does rolling die to resolve a Heroic Strike make calling another Heroic Action too late? I thought the first fight makes calling Heroic Actions too late.

Well some people are very nit picky with the rules. In a tournament, if I were you, Id say:

Im calling a heroic strike with ' ' and a heroic combat with ' '.


Then roll. If he disagrees call him on it and get the judge there if hes clearly that much of a stickler.

May I know the models and what was happening in the game? Im genuinely intrigued.

If you roll the result for a Heroic Strike then you have started the fight. Therefore you must call all Heroic actions before any results are rolled at all.

Yep, as others have said, you declare all Heroic Actions at the start of the phase. Note that you can go back and forth:

"I'm going to call a Heroic Strike"
"OK I'll also call a Heroic Strike"
"I'm also going to call a Heroic Combat"
"Well I'll call a Heroic Combat as well"

etc.

Note that your mistake was actually rolling the dice for the Heroic Strike at the start of the phase, a Heroic Strike does not interrupt the normal turn sequence in the way a Heroic Move or a Heroic Combat does. This means that you only roll to determine your Fight Value increase when you actually get to that Duel, i.e. at the same time you roll for other modifiers like Feinting etc.
