How far are prone models counted as being able to see, I mainly ask because I think I read somewhere that magic can only be cast against a target if they can be seen at the start of the models move and so my favourite method of dealing with wraiths is to sorcerous blast the guy in front and knock them over. This then leads to some dispute as to what the wraith can see and cast next turn, any thoughts?

You can cast a spell at any point in the model's Move Phase so a prone model can stand up, move and then cast a spell against any target they can see from their new position.

That's what makes it possible a model to move, cast a spell then lay down. Then the next turn, they can stand up, cast a spell and lay down again.
