I noted that the magic powers of the new ringwraiths have a different value to score,for example the betrayer to transfix has a value of 4+ but the Dark marshall's
profile says to view the other nazgul rules but the new one or the old one (transfix 3+)

Or now all the ringwraiths have to consider the value of the betrayer

They do not all share the same cast value. Look at khamul, his is also different.

Yes but the dark marshall which profile uses the normal nazgul one (transfix 3+) or something else

A lot of ringwraiths are poor at casting spells but these are mostly the combat-designed wraiths like Khamul and the KoU.

If it says to view the other Nazguls profile it means look at the normal profile for a ringwraith/Nazgul so just look at the spells from the big blue one ring rule book.
