This one has no exact answer in the book not seems...

Do I call this at the beginning of the move phase and then have to move him first or can I just wait till I want to move him then move everyone around him as well?

In addition, can I move someone in his radius before him?

Heroic march is the odd one out when it comes to heroics.

You call it at the start of the phase like other heroics but then you dont have to move the marching hero first.
Anyone who is in the 6" radius can move before but can only move their standard move.
Once the hero marches and calls ATD, then any model that hasnt moved and is in range must go the extra distance.

Make sense?

Southy's bang on as normal.

A common tactic is to have a friendly model blocking your Hero to prevent them being shot/charged etc. Then at the start of the Move Phase, the Hero calls a Heroic March. In the player's Move Phase the model blocking the Hero moves 6" (assuming normal infantry) out of the Hero's way, then the Hero moves up to 9" and anyone within 6" of him when he started his move can also move up to 9" (except the model who has already moved of course).
