No, all horns/banners can be used across warbands/armies
Unless it specifically states in the special rules (Boromir's or Halbarad's special banners)

So say I have a 100% dwarf army; I only get a banner for one warband. Only this warband gets to re-roll dice when the banner is in range?

Not only can other models from that force use the banner re-roll (when in range), models from a completely different race will be able to do so as well: any friendly model can. Outside of deployment (and special rules in the case of the White Council and the Fellowship), warbands mean absolutely nothing. Heroic actions, banners, warhorns.. their effects are in no way related to the warband structure.
