quick question. when an enemy causes terror, lets say an orc fails to charge an elven terror unit. Does the orc just sit there in the exact space where he started his move?

no, he moves one inch away from the terrifying unit, then tests courage. if he fails that he remains at the one inch perimeter.

I'm afraid you have it wrong isilduhrr. You test for terror when you charge which is the start of the move. If you fail, you stay where you are. It sounds like you are treating it like a throwing weapon.
