can I use goblin king from the hobbit for Moria army?

You can, by using him as an allied leader for example of a warband of 12 goblin town goblins from the Goblin Town army.
He can't lead Moria goblins however, since he isn't in the Moria army list.

No, they are quite different miniatures rules and lookwise. The goblin town goblin king on is on a 40mm base, while the moria goblin king is on a 25mm, for example.

ah okay thanks! how about the wargs? I prefer the Hobbit wargs than to the hyena look of the LOTR ones...

If it is a tournament I would ask the organizers if they allow them as proxies, if you are playing friends or at a club ask them how they view proxies. In a friendly game it should be fine to use the hobbit wargs as a proxy for the moria wargs as long as you are running no units of fell wargs in the list. If you have allied in both types of wargs it will cause confusion as to which are fighting with what rules.
