I plan to get some warg riders and need someone to lead them. I was thinking of using an Orc captain on warg but I dont know should I use an orc captain or an or shaman or even a ringwraith?

Whenever I am building an Evil army, I always take named Heroes first, then Shamans, then standard Captains last. Standard Evil Captains are usually pretty poor compared to their Good counterparts, and named Characters always have some sort of useful special rule and/or extra Might.

I'd say you couldn't go wrong with a mounted Ringwraith, or even Gothmog on a Warg.
