I was fortunate enough to get a resin model that appears to be a LOTR/28mm scale Watcher in the Water half submerged. Does anyone have any info on this? He came with the six metal tentacles as well. I'm not sure if this was a limited GW release or an aftermarket kit made by a third party.

The tentacles were definitely a GW release before they did the full beastie. I want to say the body was a GW terrain piece that was never available for sale. Whether yours is an original or a copy I couldn't tell you. It may even have originated with a third party, but I've definitely seen identical ones around the net.

Gosh, I would love to know more about it. It's a yellow resin not unlike early GW/Epicast/Armorcast resins, but I know by 2001/2002 they had pulled the licenses and Forge World was the only resin manufacturer for GW.

The tentacles are GW's indeed.
The body first looked like the old mini that eBob made (and was discontinued), or Thomarillion's, but when looking closer, it's not the same. The body is most definitely not GW's. Sorry, can't help any further!

It isn't mine either. Probably a fan created piece that somebody has cast a few up.

Thanks for the info guys! Would anyone be interested in carefully stripping it and casting it for the community? Or should I just paint up my tentacles and hang on to possibly a one of a kind piece?

It looks like casting of a custom piece that was used in the Don't Disturb the Water...: Scenario, Fellowship vs. Watcher in the Two Towers best of white dwarf

Personally I'd paint it up and keep it as a display piece
