Have you considered Corsairs of Umbar?

If you are in the States I'm getting ready to put a lot of ruffians up on ebay for cheap.

I also recommend warlord miniatures hail ceasar line. The celts and brits. They can also double as dunland guys

I use the Corsairs of Umbar to represent wildmen, dunlendings, ruffians and mercenaries.
