A hole saw is one option. The closest I can find to 40mm is 1 1/2 inch. Not enough difference to notice but a bit small for the WOTR trays. You can just manage this with a hand held power drill if you clamp the wood down. Remember to drill all the way through in to a scrap piece to avoid tear out.

http://www.amazon.com/Empire-Level-2799 ... B001DZEEZSI have used paper and balsa wood for bases. The balsa is to soft and the paper looks bad after a short time. If you are going to take time to make nice bases it is silly to use inferior materials.So use a very good grade of 1/8 or 1/4 plywood.
