Do you mean Khuzdul, the Dwarves' language or Angerthas(a form of Cirth?? God i'm rusty :D ), the actual runes. They were made by Balin's Dwarves. Unless there was an individual in which i'd have to brush up on my Dwarf knowledge. Maybe Ori who wrote in the Book of Mazarbul.

i'm insulted! that wasn't google! you wanted the type of runes, the type of runes was the angerthas, which IIRC is a form of the Cirth. i didn't see the bit about the maker though, but as i think it was Feanor who created the tengwar (curvy loopy ring inscription ones) i'd go with him, too, though its probably wrong and may well have been celebrimbor or someone else entirely.

'Cirth' is the type of runes as you stated, but dig deeper to find who is responsible for the 'VERSION' of the runes on Balins Tomb.
