Post subject:  Starting a "collection"

Hi all, mainly play 40k however I always seem to get a lotr/hobbit vibe near christmas time, probably due to the hobbit films being released.
Anyway, apart from a small amount of various 'mistreated' lotr miniatures I owned when i was younger, the escape from goblin town set, and the start of a 500 pt Arnor force, I effectively have no other lotr/hobbit sbg models. Although, now that I have an actual part-time job (still in college atm), I can afford to take the plunge.
I am wanting to start a small (well, not ridiculously large) collection of the lotr sbg miniatures.
My aim is to have small, fieldable forces of each of the major factions with which I can re-enact various scenes from the films/books.
However, I have no clue on where to start with this. I do not own the large rulebook or any sourcebooks currently, however am I correct in believing these contain various scenarios within them? If so, do these scenarios lay out how many figures are needed etc?
I know this is a bit of an odd topic, however I am looking for any possible advice that anybody could share with me as I set off on this unexpected journey (see what i did there? ) in to the world of collecting lotr sbg miniatures.

Any help is greatly appreciated!
Cheers, James
