I plucked this image from the Weta website.
Based on the dead Mumakil in the background I suppose it's at Pellenor, looks like the Witch King or a Black Numenorean.

Anyone knows what this is?

Alternate Witchking - it's in the artwork books accompanying RotK as one of many designs that were proposed.

I'm pretty sure I remember hearing that they shot the whole scene with the Witch King/Eowyn in that get-up (hence the on-set pic) and then decided that the helmet looked so much like Sauron's that the audience might get confused so re-designed it and re-shot the scene.

In the ROTK video game that came out in 2003/4 that is the design of the WK....
