best option for snow on bases?

, as the title says, I'd like to ask the community what would be the best product for giving the most realistic snow effect on bases, regardless of the cost and if there are, any tips for applying it correctly.

very simple

1. PVA glue
2. Baking Soda

mix them together then apply it to the base.

Extremely simple, and you can manipulate how you want the snow to look like, meaning the shape.
